117 of the 2,991 cards are Legendary, about 4 % of the base set: the most read Wikipedia articles of each domain (39 History, 32 Society, 23 Arts, 12 Science, 11 Nature). A pack can hold one, the first pack of every new player is Epic or better, and WikiCards Plus adds a daily Gold pack whose fifth card is Epic or Legendary.
