The facts on the card

The card carries these facts from its Wikipedia article.

Chávez changed the country's name from the Republic of Venezuela to the Bolivarian Republic of Venezuela, creating the fifth republic in Venezuelan history and led the Bolivarian revolution.
Chávez was the leader of the Fifth Republic Movement political party from its foundation in 1997 until it merged with several other parties to form the United Socialist Party of Venezuela, the ruling party of Venezuela since 2007.
The political ideology centered around Chávez's ideas is known as Chavismo.

Why it is Legendary

Rarity in WikiCards follows a year of Wikipedia page views: the most read articles become Epic and Legendary cards. The Hugo Chávez article was read about 2,300,000 times in a year. ATK comes from the length of the article and DEF from its quality, so this card hits with 98 and blocks with 100: each hit it takes is cut by 40 %.
