The facts on the card

The card carries these facts from its Wikipedia article.

A nephew of the last Nguyễn lord who ruled over south Vietnam, Nguyễn Phúc Ánh was forced into hiding in 1777 as a 15-year-old when his family was slain in the Tây Sơn revolt.
After several changes of fortune in which his loyalists regained and again lost Saigon, he befriended the French Catholic Bishop Pierre Pigneau de Behaine.
Pigneau championed Nguyễn Phúc Ánh's cause to regain the throne to the French government and managed to recruit volunteers however, that soon encountered difficulties.

Why it is Uncommon

Rarity in WikiCards follows a year of Wikipedia page views: the most read articles become Epic and Legendary cards. The Gia Long article was read about 43,000 times in a year. ATK comes from the length of the article and DEF from its quality, so this card hits with 82 and blocks with 90: each hit it takes is cut by 36 %.
