The facts on the card
The card carries these facts from its Wikipedia article.
- Cambio 90 was a Peruvian right-wing political party which entered the political spectrum in early 1990, and throughout the 1990s until late-2000 was the most powerful political party in Peru alongside New Majority, serving more as an instrumental electoral vehicle for Alberto Fujimori.
Why it is Uncommon
Rarity in WikiCards follows a year of Wikipedia page views: the most read articles become Epic and Legendary cards. The Cambio 90 article was read about 24,000 times in a year. ATK comes from the length of the article and DEF from its quality, so this card hits with 59 and blocks with 42: each hit it takes is cut by 17 %.
