The facts on the card
The card carries these facts from its Wikipedia article.
- These Okrugs, or "regions", were administrative subdivisions of the Empire relating to mining and mountain industry and the regulation thereof.
- From 1811 to 1863, it was called the Department of Mountain and Salt Matters.
- Originally part of the Ministry of Finance, it was transferred to the Ministry of State Property in 1875.
Why it is Common
Rarity in WikiCards follows a year of Wikipedia page views: the most read articles become Epic and Legendary cards. The Department of Mining article was read about 280 times in a year. ATK comes from the length of the article and DEF from its quality, so this card hits with 33 and blocks with 19: each hit it takes is cut by 8 %.
