The facts on the card
The card carries these facts from its Wikipedia article.
- At present, eight countries exercise sovereignty over the lands within the Arctic Circle, and these constitute the member states of the council: Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States.
- Other countries or national groups can be admitted as observer states, while organizations representing the concerns of indigenous peoples can be admitted as indigenous permanent participants.
Why it is Uncommon
Rarity in WikiCards follows a year of Wikipedia page views: the most read articles become Epic and Legendary cards. The Arctic Council article was read about 41,000 times in a year. ATK comes from the length of the article and DEF from its quality, so this card hits with 79 and blocks with 93: each hit it takes is cut by 37 %.
